- Summary/Abstract:After the announcement of the prospect of creating a Capital Markets Union in the EU, some initial expectations were focused on a complete overlap with the Banking Union model. In practice, however, the Capital Markets Union started with a very different architecture than that the one of the Banking Union. Although there are some commonalities, the differences between these two unions are unexpectedly many and they reflect on some of their main characteristics.

Author presents empirical data on the stance of the EU’s economy towards the end of the first implementation period of Europe 2020. The analysis includes conclusions on the data presented, regional differences and trends which are referred to observations by the European Commission.

- Summary/Abstract:Bulgarian economic integration to EU structures continued to deepen over the past decade. However, the country is facing new challenges in relation to adapt towards the requirements of the highly competitive European Single Market. In the first part of the study, we analyse the limits of Bulgarian economic development and the difficulties that arose after the economic crisis in the process of catch up. The long lasting period of low economic growth hindered the efforts to update the macroeconomic indicators and to approach the standard of economic development and sustainability of the EU Central European countries. In the second part the analysis deals with EU structural funds effects on Bulgarian economic development and growth in comparison with other EU Central European countries. We try to underline the effects of EU Structural funds to promote the economic integration of Bulgaria and to enhance the potential for economic development and catch up. Data have been collected from articles, books, National statistical institute of Bulgaria, Eurostat, Bulgarian National Bank and others.

- Summary/Abstract:On 22 January 2015, the European Central Bank (ECB) announced the beginning of the Extended Asset Purchase Program. According to the terms of the program, the total volume of final purchases of public and private securities should amount to EUR 60 billion per month and is expected to last until the end of September 2016 but in any case, until there is no sustainable adjustment of the inflation rate to levels compatible with the ECB's objective of price stability.

- Summary/Abstract:The Regulation (EC) 1907/2006 of the European parliament and the Council [1] known as REACH (Registration, Evaluation, Authorization and restriction of CHemicals), adopted at the end of 2006 is in force in the European union member states. Despite the huge size of the Regulation, some of its chapters are not developed in enough detail which creates legal vacuum in the interpretation. This is creating difficulties for the companies based in the EU and outside the EU, but selling their products on the market of the EU using the services of an Only Representative (OR). The present paper studies the problems related to the activities of the OR appointed as per the REACH Regulation and the difficulties that may arise when an OR change is necessary.

- Summary/Abstract:As Treaty of Lisbon entered into force, the European Council became integral part of the institutional framework of the European Union. Its main task is to determine the general political direction and priorities of the EU. After each of its meetings, the European Council adopts conclusions identifying specific key issues and outlines specific actions to be taken or objectives to be achieved. In some cases, and can be determined a specific deadline for reaching an agreement on an issue or for preparation of a legislative proposal. As a direct consequence of this ambiguity, politicians and institutions can easily enhance their reputation by associating themselves with the concept without much political cost. - Summary/Abstract:This paper will discuss the transformation of the ways in which the European States have responded to the challenges posed by September 11, Breivik massacre in 2011 and Charlie Hebdo Massacre in 2015. The main premise of the paper is that Charlie Hebdo massacre has recently displayed that major European states such as France and Germany have changed the ways in which they used to frame migration, diversity and Islam. In the aftermath of the September 11, while the EU states preferred to externalize the causes of the structural problems of unemployment, poverty, racism and exclusion by securitizing, stigmatizing, politicizing, culturalizing, religionizing migration and integration issues, they have recently preferred to frame such issues as their own internal problems due to the high cost of the former way of framing the reality and to the detrimental effects of the financial crisis hitting the European space. I assume that such a discursive shift performed by the leading states of the EU is very promising in the sense that the culturalization of what is social, economic and political is likely to come to an end in the EU.

- Summary/Abstract:The communications sector in general and, in particular, the media within the EU are receiving at least a bivalent treatment. On one hand, they inevitably represent cultural identity, and on the other hand, they must be considered a product of the European market. Community policies in this regard are a result of difficult compromises by power players on international, inter- and intra-institutional levels. Consequently, there is a lack of coherency in the approach and activities, even within the same institution. Namely, six different directorates of the European Commission hold some authority on different aspects of communication, even though media policy is most often initiated not by the Commission or the Council, but by the European Parliament, with the aim of advancing European integration. Significant inconsistencies appear in implementing strategies for dealing with new media channels, as well. The institution that played a crucial role in the not so intensive development of the European community’s media policy, especially with regards to broadcasting, borderless television and other audiovisual issues, is the European Court of Justice, through several extremely important rulings. However, the activities of the European Commission were crucial for the swift progress of the plan for liberalization of telecommunications and, particularly, recognizing the early benefits of information society. Evidently, the numerous debates on the information society within the EU are initiated, or, at least, strongly influenced by the expert public. Finally, the influence of some national and international organizations, including the European Conference of Postal and Telecommunications Administrations, the European Multimedia Forum, the European Telecommunication Standards Institute, the European Broadcasting Union, etc., should not be underplayed. There are serious arguments proving that these organizations are an extremely efficient framework for cooperation and coordination with an inevitable influence on European policy in the media sphere.

- Summary/Abstract:Being a member of the academic staff of the EU Studies Department at Sofia University (Faculty of Philosophy) the author of this paper has the privilege to work with highly motivated, hard-working, open-minded students whose curiosity makes them look incessantly for the answers to a number of important questions regarding the past, the present and the future of the European Union and of our country as part of it. It is undoubted that their untiring inquisitive approach, probing questions, unexpected suggestions and opinions are related not only to the inspiring learning environment they are faced with at the university but also have their roots back in their school life when they were taught, motivated and driven forward by equally inspiring teachers of different subjects. It is exactly this relationship between secondary and tertiary education with an emphasis on developing its “European” strand that is going to be in the focus of our attention.

- Summary/Abstract:Even though the public support for the European Union (EU) and the process of accession of Republic of Macedonia (RM) into the EU has been a subject of public opinion research from the very beginning of this process, nevertheless this phenomenon has not been investigated thoroughly. The lack of specific and systematic analyses of public attitudes on the process of European integration in Macedonia results with numerous unanswered questions referring to the dynamics of the support for this process and its basic determinants. This fact is even more intriguing since analyses of public opinion in the candidate countries for EU membership can have three key implications for domestic policy: from the outcome for referendum for membership, through the impact of the European integration process on the domestic political debate and electoral rhetoric, up to the impact of the European integration process on the democratic consolidation in the post communist context.1 Therefore, this research intends to fill in this gap through preliminary analyses of the public support for the European integration process in Macedonia in the period 2004-2014. In this context, these analyses pursue two particular goals. The first one is to define the general trends of the public support for Macedonian membership in the EU and to de-construct its dynamics. The second goal is to define the most important determinants of the support for the process of European integration, i.e. to detect the key factors that affect the formation of public attitudes related to this issue.

- Summary/Abstract:EU enlargement is a unique EU policy. On the one hand, it is a part of the EU’s external relations and, as frequently argued, one of the most successful elements of the European foreign policy. This specifically holds true for the EU’s enlargement eastwards in the last decade bringing peace, prosperity and stability to the historically turbulent region. On the other hand, the EU enlargement is transforming the EU itself widening its geographical scope as well as enforcing internal reform in order to enhance institutional capacity of the EU.
